The prevailing social contract, vesting political power in the legislative, judicial and executive branches of government, evolved with the Industrial Culture which had developed in the nineteenth century. However, this arrangement has been unable to cope with the phenomenal speed of change witnessed subsequently, especially in the later half of the twentieth century. Accordingly, mankind is expected, in the 21st Century, to come up with a new (political) power sharing arrangement which is compatible with the recently-unfolded IT Culture. It is, therefore, proposed that a five-branch (Commerce, Defence, Education, Executive and Judicial) broad-based democratic dispensation be adopted by every nation/country aspiring to global leadership in the twenty first century. It goes without saying that such a system of government is likely, in conformance with the observable phenomena of Nature, to generate a fresh social contract not only for ensuring the growth and happiness of all individuals/citizens, groups, institutions and tiers/levels of government but also for evolving a strong welfare state to zealously safeguard the rights of all human beings. What is needed for the modern world, thus, is the Islamic Caliphate model upgraded, with the evolution, to date, of time and space, into four elected institutions of Commerce, Defence, Education and Justice and the election, there from, of the Executive inured to the greatest happiness of the greatest number. "My knowledge is confined to that which Allah has taught me and I profess no secret, whether spoken, voiced or uttered. While the magnificence, if any, in my work/Ideas comes from Allah, the mistake, if any, in my effort constitutes human error and is entirely mine." Time demands new social contract.
